Special Education, Early Intervention Training Program

The Early Intervention Program (EITP) in the Department of
Special Education at the University of Illinois Urbana-Champaign seeks a Visiting
Professional Development and Technical Assistance Specialist to promote high
quality Early Intervention practices. This position collaborates with
other systems and specialists in the state (e.g., serve on committees) on
issues related to the field of early intervention and early childhood special
education.

Duties & Responsibilities

Develop, design and train/facilitate professional development and technical assistance opportunities for early intervention professionals and state leadership.

  • Develop and design curriculum and resources for professional development and technical assistance opportunities, that are reflective of evidence-informed professional development practices, adult learning principles, the early intervention principles, and applicable laws, policies, and procedures.
  • Develop and implement professional development /technical assistance strategies/opportunities across the state based upon research, data analysis, focused monitoring activities and systems change efforts to support geographic regions of the state and statewide training needs.
  • Study local, state, and national issues affecting early intervention to inform curriculum development, professional development, and technical assistance provision.
  • Participate in research and evaluation of existing curriculum, resources and professional development opportunities, and update EITP curriculum and resources as needed.
  • Participate in national professional development/technical assistance opportunities, e.g., learning collaboratives, targeted technical assistance, and Communities of Practice, to learn about system-related family and personnel needs.

Collaborate with EITP personnel and partner programs regarding professional development, technical assistance opportunities, and systems improvement activities.

  • Participate in regularly scheduled staff and team meetings as requested.
  • Attend and present at statewide, national and international conferences.
  • Participate in statewide and national systems improvement meetings, technical assistance efforts, committees and workgroups.
  • Collaborate with EITP leadership (Director, Assistant Director, Ombudsman) and EITP team members in planning, implementing, evaluating, and reporting on systems improvement activities, including data collection, analysis, documentation of processes and reporting progress.
  • Collaboratively develop and implement strategies to support the provision of high-quality services to children and families in the early intervention system.

Coordinate, collect and analyze system data to evaluate systems improvement activities.

  • Collect and analyze quantitative and qualitative Illinois Early Intervention System data.
  • Develop reports and documentation to include results of systems improvement activities with additional activities and next steps for EITP leadership and the lead agency.
  • Contribute to the EITP quarterly report and State Performance Plan/Annual Performance Report, as needed, for timely submission.

Minimum Qualifications

  • Bachelor’s degree in early intervention, special education, health sciences or related areas required.
  • A minimum of 5 years’ experience in Illinois’ Part C early intervention system.
  • Extensive experience in developing and implementing professional development/ technical assistance strategies in early intervention and early childhood special education.
  • Must work well with colleagues within and outside the state of Illinois on shared issues in early intervention and early childhood special education.
  • Must understand the nature of conflicts, conflict cycles and methods for conflict resolutions in early intervention.
  • Deep understanding and perspective of Illinois’ Part C early intervention system.

Preferred Qualifications
* Master’s degree.
* Direct experience supporting families in the Illinois Early Intervention System is preferred.
* Data collection and analysis related to systems supporting young children and families.

Knowledge, Skills and Abilities

  • Evidence of excellent interpersonal, verbal and written communication skills.
  • History of collaboration with colleagues in early intervention, early childhood special education, and special education.
  • Evidence of experience with systems level work (e.g., workgroups, initiatives, cross-system collaboration) required.
  • Proficient with Microsoft Office suite and productivity tools (e.g., Outlook, Excel, Word, & PowerPoint).
  • Proficient with Virtual meeting and learning technologies (e.g., Zoom and Moodle).

Appointment Information

This is a 100% full-time Visiting Academic Professional position, appointed on a 12-month basis. The expected start date is October 16, 2024. Salary is competitive and commensurate with qualifications and experience, while also considering internal equity. The budgeted salary range for this position is $75,000-80,000. Sponsorship for work authorization is not available for this position.
