The IT Manager is a dynamic leader responsible for the seamless operation of the utility’s information technology systems. This role demands strong leadership and supervisory capabilities to foster collaboration, innovation, and alignment across the IT and OT (Operational Technology) organization. The IT Manager engages with key stakeholders, including external auditors, IT and OT process owners, management, and business representatives, to drive strategic initiatives and ensure the delivery of reliable and efficient IT services.

This is an in-person position located in Fairbanks, Alaska.

Starting Salary Range: $113,000 – $140,000

Responsibilities:

  • Direct and organize the Information Technology (IT): Oversee IT operations across a diverse implementation of 12 utilities operated by DU at Ft Wainwright, Ft Greely, and JBER.
  • Strategic Leadership: Supervise the IT team to include the systems administrators, network engineer, and IT support technician to deliver reliable and cost-effective IT services and aligning IT initiatives with organizational goals and objectives.
  • Technical Expertise: Design, install, and maintain server systems at both the hardware and software levels. Provide tier III level troubleshooting on systems, IT issues, and end-user support as required.
  • Change Management: Oversee and implement the IT Change Management program, ensuring seamless integration of new technologies and processes while minimizing disruptions.
  • Budget: Recommends the direction and oversight of the IT budget to ensure cost-effective solutions are provided to meet company IT goals and directives.
  • Policy Development: Review IT policies, recommend changes, and create new policies as necessary. Track policy changes to ensure proper implementation and compliance.
  • Infrastructure Management: Direct all required maintenance and administration on netsystem infrastructure, including organizing team efforts to install new software releases and system upgrades.
  • Disaster Recovery: Review, test, and implement changes as necessary to the IT disaster recovery plan to ensure business continuity in the event of a disaster.
  • Support and Backup: Organize IT support for both IT and OT systems, maintain system backups, and oversee the recovery process across all IT systems. Support the OT backup and recovery process as necessary.
  • Workstation Support: Provide guidance and oversight for the maintenance of workstation hardware, operating systems, applications, and execute troubleshooting and upgrades as required.
  • Project Management: Effectively orchestrate multiple projects to ensure their timely delivery and alignment with organizational objectives.
  • Team Development: Champion team members’ career growth endeavors to cultivate a high-performing IT support team dedicated to delivering exceptional service to all customers. Cultivate a culture of continuous learning and professional advancement within the IT department.
  • Standards Compliance: Champion the implementation of cybersecurity frameworks such as the NIST Cybersecurity Framework or equivalent standards, ensuring alignment with organizational objectives and regulatory requirements.
  • IT Metrics: Collect, analyze, and present key IT performance metrics and KPIs to stakeholders, enabling data-driven decision-making and ensuring transparency and accountability in IT operations.

Qualifications:

Conditions of Employment
Must pass a pre-employment drug test, random drug test thereafter in accordance with the published policy of Doyon Utilities. Must have a valid driver’s license issued by the State of Alaska. Must be eligible to work on a military installation in Alaska. Eligibility to work on a military installation includes compliance with Department of Defense mandates with respect to employee background and health directives.

Qualifications

  • Bachelor’s Degree in Information Technology or related field. Required
  • 10+ years of Information Technology experience. Required
  • 5+ years supervisory experience. Required
  • Comprehensive Understanding of Network Infrastructure: Proficient in LAN and WAN topologies, with detailed knowledge of network technologies, particularly Cisco Systems.
  • Cloud and Software as a Service Experience: Hands-on experience with Office 365 and Software as a Service (SaaS) platforms, demonstrating the ability to leverage cloud-based solutions effectively.
  • System and Network Monitoring: Skilled in configuring and administrating system and network monitoring tools to ensure optimal performance and security.
  • IT Service Management (ITSM): Proven track record in IT Service Management development within diverse environments, ensuring streamlined operations and service delivery.
  • Vendor Management: Successful experience in managing third-party vendors and services, including negotiating contracts, monitoring performance, and ensuring alignment with organizational objectives.
  • Exceptional Customer Service: Demonstrates exceptional customer service skills, prioritizing user satisfaction and resolving issues promptly.
  • Effective Leadership and People Management: Exhibits excellent leadership qualities, fostering a collaborative work environment and effectively managing teams to achieve objectives.
  • Communication Skills: Possesses excellent written and verbal communication skills, enabling clear articulation of technical concepts and strategies to diverse stakeholders.
  • Initiative and Organizational Skills: Demonstrates strong self-initiative, organizational skills, and prioritization abilities to efficiently manage multiple tasks and projects.
  • Ability to Work Under Pressure: Capable of working effectively under pressure, meeting deadlines, and maintaining composure in demanding situations.
  • Confidentiality Management: Skilled in handling sensitive and confidential information with discretion and integrity.
  • Strategic Planning: Ability to plan for both short-term and long-term IT changes, aligning technology initiatives with organizational goals and future requirements.
  • Vulnerability Management: Proficient in identifying network and system vulnerabilities and recommending and implementing corrective actions to mitigate risks effectively.
  • Adaptability and Flexibility: Able to adapt to changing environments and requirements, with the flexibility to adjust strategies and priorities as needed.
  • Commitment to Continuous Improvement: Demonstrates a commitment to continuous learning and improvement, staying updated on industry trends and best practices to enhance IT operations and service delivery.
  • Proficiency in Cybersecurity Standards: Strong understanding and expertise in various cybersecurity standards, including NIST, ISO/IEC 27001, CIS Controls, and relevant industry regulations like HIPAA and GDPR.
  • Certified Information Security Manager (CISM) or equivalent. Preferred
  • Certified Information Systems Auditor (CISA) or equivalent. Preferred
